VERY EARLY KANNON OR SEISHI BOTSATSU

I am told that one cannot tell which of these this is, as they are both portrayed in the gassho adoration mudra like this.  Hats and flowing robes only exist on representations of these deities, and not on Jizos.  The writing on the left dates this stone to February 27, 1906, the 27th day of the second month of the 38th year of the Meiji Era, which began in 1868.  It stands 14 1/2 inches tall, with some lichen accumulation.  Because this is a rougher stone, I think it would go better in a garden than indoors. $500.
